What the evidence cannot yet tell us

The supplied expansion does not contain a substantial empirical K–12 study dataset. Government guidance, planned research and implementation reports cannot establish causal learning gains or support country rankings. Africa, South Asia, local overlays and several original-language document extractions remain important gaps.
